Pupil Transportation Cooperative (PTC) was formed in 1984 when seven school districts in Southeast Los Angeles County formed a new public agency to provide school transportation services to the Whittier and Pico Rivera communities. The schools districts that joined together include:

Pupil Transportation Cooperative is a joint powers agency under California law, which means it is a consortium of public school districts that has the legal status of a local educational agency under the law. The 140 employees of PTC are considered classified employees under the Education Code.

PTC transports approximately 3,000 students per day on both regular and special education routes scattered through out the southeast Los Angeles County area.


Board of Directors


The Pupil Transportation Cooperative Board of Directors is the governing board of PTC. It is composed of executives such as Assistant Superintendents appointed by each of the seven member school districts. The current Board members include:


Whittier Union High School District


Whittier City School District


South Whittier School District


Los Nietos School District


Little Lake City School District


El Rancho Unified School District


East Whittier City School District


The Board of Directors is the policy making body that hires the Executive Director and the agency’s staff, adopts the annual budget, sets policies for PTC, and determines the priorities for the agency. They serve the equivalent role of a member of a school board.


Executive Director


The Chief Executive Officer of the Pupil Transportation Cooperative is Daniel Ibarra. He is appointed directly by the Board of Directors and serves as the Executive Director of the agency. Mr. Ibarra came to PTC in 2006. Prior to his CEO at PTC he was the Director of Transportation for the Montebello Unified School District. He also served as the Deputy Executive Officer of the Los Angeles County Metropolitan Transportation Authority.


PTC Staff


The staff of the Pupil Transportation Cooperative is composed of approximately 140 employees. There are bus drivers, mechanics, dispatchers, lead drivers, supervisors, driver instructors , office staff, and accounting personnel.
